if i get a separate apple account than my parents will it mess up phone bills
I want to know if i get a whole separate account, will we get separate bills?

Having separate Apple ID's has no effect on the bill that you receive from your wireless carrier for the phone service. You can have your won Apple ID/iTunes account and it will not increase the bill.
Maybe you and your parents should look into Family Sharing.
